upCast RT 7.1.3 released

This release includes (among some bug fixes) new options for handling log event filtering. Old pipeline files are automatically upgraded on first load. Pipeline files created with this version cannot be loaded with earlier versions of upCastRT. UPL includes a new function that lets you parse multi-level numbering strings into the corresponding list of level integers.
